Site Launch Scaling

So for the start of this I am starting small to keep costs down. But depending on how much traffic we get, I'll need to scale up as needed. I have chosen a hosting setup that allows me to scale up and down as needed. But some actions require the "server" be shut down for the change to happen. And with phpBB you can't really setup multi servers for one site, as the uploaded files and what not are stored locally. So this means we may need to shut down and reboot from time to time, to allow scaling of the hardware (i.e. CPUs and RAM). I simply ask that you bare with me as this is my first server with any real possibility of mid to high traffic. And I really have no idea what hardware I need for a given amount of traffic, so there will be a learning curve for me at the start of the site.
