An inventory and operative editor for Watch Dogs: Legion. Customize your operatives' weapons, abilities, name, voice and character model.
For the single-player campaign only.

Getting Started
Prerequisites:
Cheat Engine 7.2 or higher.
IMPORTANT: Please back up your savegames before using the operative editor.
Your savegames are located at: <Ubisoft-Connect-folder>\savegames\<user-id>\3353\
Instructions:
1. Start the game with BattlEye Anti-Cheat disabled (see this linkfor how to disable it)
2. Start Cheat Engine and open the WatchDogsLegion.exe process.
3. Load the .CT file downloaded from this page.
Usage
Click on the Activate checkbox to start.
Choose the operative to edit by setting the operative index value as shown in the image below. 0 is your first operative, 1 is the second, 2 is the third and so on. Always choose an operative that is not currently active to edit. (if you want to edit your current operative, temporarily switch to a different operative before making your edits)
Entries in black are editable by double clicking on the value. Entries colored grey are for reference only and cannot be changed.

Operative Inventory
About
You can use the inventory editor to add or remove weapons, most active abilities and gadgets.
Note: Although passive abilities have associated items, most are visual-only and do not affect gameplay. To add passive abilities, change your operative's character deck.

Changing your operative's weapons
1. Look for the item with slot number 0 for the primary weapon, and slot number 1 for the secondary weapon.
2. Double-click on the item ID and select a new weapon from the drop-down list, or paste an item ID code.
Adding an inventory item
1. Look for an item with the ID "<Empty>" in your operative inventory.
2. Double click on the entry and select your desired item from the dropdown list. Set the quantity to 1.
3. Then switch to your operative and you should see the item in your inventory.
When you next switch away from your operative, the "<Empty>" item will be automatically re-created. Repeat as desired to add multiple inventory items.
Removing an inventory item
1. Locate the item ID of the item you wish to remove, and replace it with the <Empty> item, located at the top of the dropdown list.
2. The next time you switch to the operative, the item will be automatically removed from their inventory.
Adding a gadget or active ability
Gadgets and active abilities are both considered items in the game and can be added to your inventory. They will appear in your weapon wheel once added.
Select the gadget or ability's item ID from the dropdown list and add it to your inventory as explained in the section above. If you don't know the name of the item, you can always look through the inventory of an operative that already has the gadget/ability to find its ID.

Gadget: Hypnotist's Pocketwatch (ID: 80000032B443CE26)
Passive Ability: Kinetic Charger (melee hits reduce gadget cooldown) (ID: 80000035170744A4) (one of the few passive abilities that work when added to inventory)
Operative Abilities
About
Each operative has a character deck that determines their abilities. There are 2852 character decks in the game files consisting of various combination of character cards. Each character card contains one or more abilities/perks/triggers, known as "progression items" internally.

To change your operative's character deck:
1. Select the operative to modify (0 = first operative, 1 = second operative etc)
2. Click [ Load NPC Data ] to load the NPC data for the selected operative
3. Change pCharacterDeck to a different character deck. Note: do not modify the character deck ID, only modify pCharacterDeck.

A. Copy abilities from a different operative in your list
- Load the NPC data for the operative you want to copy abilities from, and copy the pCharacterDeck value.
- Load the NPC data for the operative you want to set abilities, and paste the copied pCharacterDeck value.
B. Assign any character deck to your operative
- Click on Character Deck Searcher > [Set] Character Deck ID and select a deck from the dropdown list, or paste a deck hex ID code from the list of character decks
- Click [ Search for Character Deck Pointer ]
- Once the result is displayed, click [ Assign Character Deck to Operative ] to assign the deck to your selected operative.
After changing your operative's character deck, some changes will immediately take effect once you switch operatives and back. Some changes (e.g. adding the Combat Roll ability) will require you to quit to the main menu and re-load the game before they take effect.
Take note
Changing the character deck of an existing operative will automatically add new ability items to their inventory when you next activate them. However, not all old ability items from the old character deck are automatically removed. You may use the inventory editor to remove any extra ability items you no longer want.
FAQs / Troubleshooting
Q: Changes made to abilities are not saved when ScriptHook is active
A: Disable ScriptHook before modifying abilities. ScriptHook blocks changes to NPC data from being saved to the savegame. You can re-enable ScriptHook afterwards.
Q: How to add a secondary weapon if the secondary weapon slot is locked in the Team menu?
A: Follow the instructions to add a new inventory item and set its slot to slot 1. This will assign the weapon to the secondary weapon slot.
